Swarms are not dependent on a leader alone. Approximately five to ten percent of the animals set the direction. Each individual can become a leader or expert if it has important information (e.g. recognizes a predator) and acts consistently by directly changing direction.
Experiments have shown that even human crowds can be led like a swarm if five to ten percent of the insiders lead the way. They set the direction.
It remains to be seen how many people sign up to swarmi.org and how many become active and steer the swarm. If five to ten percent of members become active, that will be enough. 🙂
